Photo sharing website

We are looking to create a photo sharing website with galleries. We have the gallery Javascript made and many designers to do the design. We need only the programming done. Based on PHP/MySQL and AJAX/Javascript or Ruby on Rails. site must be able to handle 100,000 daily hits. We are fine using an open source tool to code the basics but would need customization. This is the first of 4 projects, upon successful completion of this project, the winning bidder would likely take on the other 3, one is much larger and complex. Requirements: 3 levels of users Guests (can browse and view only) Users (can browse, comment, share, send messages, post blog articles to personal blog, upload photos) Admins (publish galleries, articles, news, to main website. Primary function.) Guests sign up to comment, write articles on their personal blog, create a profile. They can "Contribute" photo sets to the website, which go for Admin approval. The photos will be in the users profile, but nowhere else, until approved by admin, they then get posted to a section of the website open to the public. Each gallery needs to have a tracking tool to count hits per gallery viewable in one file (XML?) When the gallery is approved, it is put into a Javascript gallery, with titles added by the user. The user completes a form about the gallery and it is sent to the homepage as a new article. The website is similar to [login to view URL] but slightly different.
