Facebook App To post on friend wall

Budget $30-250 USD

I need a facebook app that can post to user wall and to the walls of friends who are online.

It must have an admin panel from where i can edit message to be posted.

Admin panel should be such it can handle multiple apps at a time. ( I must be able to add the app id and secret key for multiple apps in the admin for 1 domain.)

It must have a feature of limiting the number of users in an app. Once that limit is reached user visiting that app automatically gets redirected to a new link specified by me.
