site is not loading CSS and slow

I have a problem with a web site. It was working great and suddenly it's loading too slow and CSS is not being loaded.
The site is [login to view URL], it was created with in custom PHP, it's been working for years and now suddenly it's displaying what you can see in the attachment and takes ages to load.
Anybody can help and tell me what the problem could be? I guess it could be a silly thing
