The end goal is to make the site look like a news/training/"how to" web site with flexibility to add/change elements and colors. (The template will be used for two sites and so the flexibility of elements and colors is important.)
1. A 1 Column Template (3 rows, header, body & footer)
2. A 2 Column Template
3. A 3 Column Template
Imagine this template as a bunch of elements that can facilitate various topics, with different coloring and elements that can be placed in different places. The template is to be versatile. (Example sites: Scrapbooking (news/how to), Watergardening (news/how to), Arcade Games (News), etc.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
4) Any and All images and HTML/PHP code must be original and becomes the property of the buyer.

In order to clarify a bit more, I have made some images to show you what I am looking to accomplish.

As you can see with the images. There are 5 types of elements:
1. Element to the left.
2. Element to the right.
3. Element in the center (Above text).
4. Element with a stroke/colored border.
5. Element with a stroke/colored border.
I think you can see my point. I want to be able to move these elements around to the best position for the information on the web page.
Again, please remember, this is to clarify about layout.
In this message I did not cover the items, such as separaion lines, etc. since those are clearly understandable.
