Video editing app for FLV videos

We need a server-side application that allow FLV video editing. Its functionalities should be as follow:
- Crop videos (mark a starting/ending point);
- Merge videos;
- Split videos in smaller clips and save them as different files;
- Transition effects (Fade-in, fade-out and cross-fade);
- Timeline visualization (both audio and video, separately);
- Zooming in/out timelines;
- Allow soundtrack replacement (insert new sound file, combine sound files, crop sound files);
- Allow drawing/writing on video screen (for subtitles and captioning);
- Create simple title/credits frames for the video.
We are going to deliver all front-end for the application (lay-out and as much as we can previously programmed in Flex).
We expect the application to communicate with our CDNs and cloud processing servers through APIs. It should request the file on our storage server, process it in our cloud servers and then put it back on our storage server.
Front-end will be programmed in Flex, while back-end in PHP is desirable. Ruby/RoR also could be considered.
We are going to validate the project with front-end usability/features tests, unit test and periodic code revisions.
Use KALTURA ([url removed, login to view]) as benchmarking.
