I want to have a personal website built. I already have the domain and hosting account (windows). I want a designer to create a clean, high-tech, spacey/fantasy looking template that can be used for the main interface pages. Nothing too alien/sci-fi looking. I want the site to have a main welcome screen with maybe some general descriptions and link graphics but to get to the subpages, I want to require a username/password. The users will have access to different pages/areas based on their account. Basically, I want to manage a list of users (probably less than 25). Each user account will need some classifications that will identify which areas/pages they can access. there would be perhaps 5-10 different classifications needed. There would not be a set template for a group of users that can access pages x,y, & z, but rather, user A can access any page that falls under classification of "page-type=x, & y". User B could maybe access "pages-types=x&y, & w" for instance.
I would really like a download page/section where the user can only see files that I have designated they can download. For instance, if I invite a coworker to visit the site and download some photos of a recent trip, I don't want that coworker to be able to also download other family pictures or videos that would be irrelevant. I'd like the user to only see a list of pages they could visit or files they could download.
So, in summary, perhaps maybe 25 (no more than 50) users.
Perhaps a couple dozen pages.
(I assume) database driven access restriction.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
