I have a need for a desktop application that will take an mpeg2 video file from a Hard Drive Camcorder and covert this to a flash video file for viewing on the internet.
Application will need to collect information entered into forms, add the video file and then convert the video file to a flash video file and then upload to a directory on a server.
Path to the directory with ftp access on the server will be set when the application is installed.
The application must:
1.) Collect information entered by user about the video into forms
2.) Ability to upload a still photo as well as the video
3.) Must have "resume" upload feature and progress bar.
4.) Must have a very good encoder maximizing quality while reducing file size.
5.) Must be able to convert video that is 45 min to 120 minutes in length.
Developer must be able to work quickly, have excellent skills with examples of desktop applications that you've built.
Must also have good English communication skills.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
