I want a wiki site built similar to wikipedia.org.
The difference is I will want a private area at the top of each page. A different user will need a username and password for the top of each page. I want them to be able to change their username and password, but I want a master username and password incase they break any policies.
I will need a control panel for the top private area of each page. I want to be able to change/update the text that people read in the site and control panels easily in my master control.
Each private area on each page needs its own username and password it can be the same for each page as long as the person I assign it to can go in and change it.
I want to be the only one with access to add new pages/categories.
I want to be able to change the text anywhere in the site at anytime without having to make changes to the script except for the text changes. I may want to plug in a different language entirely.
I will have a home page that allows you to choose the language or country you want to enter for the wiki. I will start with one country in 1 language and add on from there.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
I also want to have a page on my site that measures the most popular pages and lists them in order from the most visited to the least visited. I want to have control to start the counter over again whenever I choose.
I will give you my host info once we decide together on the host that is best. I will want you to upload it to my server so that we can test it live together, and make changes. It must be very search engine friendly so that my pages can climb easily. I will want to be able to add pages and lock people out of my pages. I do not want the counter to count certain pages that I choose.
I will want to launch one for spanish, and 2 for english. U.S. english, and U.K. english.
This needs to include everything for the site to be active and working.
