RPW Interactive Card Game

I am looking to get a fully interactive card game operational. Complete with an administration center that'll allow me and my staff to be refs and give players penaltys for breaking the rules and ban members by username, email, and/or IP. I would also like to have it so all I have to do is fill out a simple form, upload the new card, and voila, it's added to the list. I would prefer a template driven script so I can customize the look as I wish. I also want to be able to allow members to view other members standings and allow members to view their current deck. The card game is simple, each card is given a number in each corner. You pick five cards to play with(you start with 7 randome cards). Then, randomly, you or your opponent go first(turn based). When cards are placed next to each other, the one with the higher number(if card A is placed below card B, the top number of card A is compared to the bottom number of card B) is turned over to the other player. When the game is over and a player wins, the winner gets $100(preferably adjustable in the admin center), and one card from the other player. The money can be used at a Card Shop to buy new cards(prices set in admin center). I would also like to be able to hold tournaments every now and then also. Theres also a member of my staff who can probably help a great deal with the programing.
