PHP INSERT DATA automation

INSERT DATA from text file I need PHP script to insert data from text file and create .htm page and save page in correct directory. There are 100 directories with same name as text files. Each Directory needs a [login to view URL] page created, based upon the data in $[login to view URL] file. There are flat text files all the EXACT same format containing the DATA which needs to be inserted into each TOWN [login to view URL] page. All $[login to view URL] files are in same directory. I need script to open file, and write data into the formated [login to view URL] version and then save file into the directory with same TOWN_NAME. I.E. [login to view URL] file is tab delimited file, in the census directory, a new file [login to view URL] is created based upon templete of file included. The file should then be saved in directory ABINGTON as census.htm. The script should create page for each directory in the TOWNS folder, unless there is no $[login to view URL] file matching its name. I've included 6 folders, [login to view URL] templete and $TOWN_NAME text files.
