Hi, reading your description for the first time its seems to be an e-commerce project with shopping cart integration and your budget is totally commensurate with it. But here the fallacy lies. Most of the bidders will bid with in your budget if they at all read (if they are not robot like 80%). We have completely understood that this is going to be a platform same as prestashop, OScommerce etc. which will be used by the world as another shopping cart platform. We, of course agree that this is not a job of a freelancer or a group of freelancers (here you actually gave us the hint). Only those can do this who have dedicated technical and R&D depts with good number of skilled software professionals.
