Redesign an established Drupal Website

We had a web designer give us the above website and he's not been very helpful. So we just want someone who can come along and give this website a redesign - its boring and lacks everything:
Things we need in the website:
1) user access pages ( we have 13 districts around the country that want to access into their own pages to update their local info)
2) must have quick upload of pictures (can't stand lags)
3) Will need a photo gallery
4) must have fast search engine - currently we don't even registers?
5) Developer must be accessible and reliable - our last guy we did alot of chasing
6) Even if we go for another web template design and do a cut and paste of the info - or if you can fix the current website page?? Don't know - but it needs something done.
7) wld ideally like to be able to have a designer in Auckland NZ, so i can talk direct - unless you may have Skype which is ok
