You will research neighborhood boundaries in New York City and draw them onto a map using a free software package. For this project we need to have a very precise understanding of what the neighborhood boundaries are. And we want neighborhoods broken down into relatively small areas. In many cases these neighborhoods are informal and locally defined, so judgement and local knowledge will be required. You will need to document your reasoning behind each boundary. This project will be used to aid people in buying homes. So for our purposes a neighborhood is not a political boundary (such as a community district). Usually a neighborhood is an area that the members of the community generally recognize as being distinct. These are socially determined areas. As an example, in Manhattan between 110th and 145th we would have neighborhoods like: East Harlem, Central Harlem, Columbia Area, Lower Washington Heights. There are also "dead zones" that aren't really a part of any residential neighborhood. Usually these "dead zones" are pockets of industrial or commercial buildings between neighborhoods. If you choose to bid on this project, please describe how you will determine what the neighborhoods are and how you will decide where the boundaries are. For example, where exactly is the boundary between Central Harlem and East Harlem, and why? ## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
