Build PHP extension as Windows DLL from existing source code

I have the source code for a PHP extension originally used on a Debian system. I'm looking to have it compiled as an extension for used with PHP on Windows as well, which means it has to be in DLL form.

The specs it will be running on is as follows;

Windows Server 2012 R2

IIS PHP 5.4 and be non-thread safe (because PHP under IIS can't run in any other environment).

If applicable, it is an x64 architecture, I don't know if this has any impact or not on PHP extensions under Windows.
