E-mailing list

I want to send email directly from my website. The script should have following features.

- Upload email database (csv ot tsv)

- Personalized mailing list. Input database fields into the message body. (ex: input name, country)

- The after clicking submit i should not wait untill the 3,000 emails are transfered. It should have some thing list queing system, for instance, after clicking submit button, i should be allowed to close the browser, and the server should start sending mails.

- Html Composer

- possibility to send attachments

- possibility to input photos within the message

Please inform price & project delivery time. The mailing list project can be of pl or cgi or cold fusion or asp or php or java etc etc which ever is reliable.
