Photoshop Automation Expert / Image Generation Expert Needed

Job Description:
This project is related to data that I export from that website which I would like to automate into templatized, highly engaging graphics. I don't necessarily care too much about the how it gets done, I just want the automation based on a CSV file which I could provide. My personal thoughts on how this could be done:
- Adobe Photoshop Actions script that runs through a directory full of files and compiles them together
- Some sort of standalone web app I can install on my server
- Windows application with a very simple GUI
Down below I have attached several examples of these graphics, which I have done by hand. You can see that the data that changes is the color of the background, the main photo, the statistics, the names, playing positions, etc. I am willing to change this design in any ways necessary to support automatic, but I need a script that can spit these out on command for me. By the way, please show me you actually read the entire proposal by putting the password "UltraDraft" at the top of your proposal or I will not read it.
I can provide example CSV data dumps but not sure those are interesting. I am looking for someone who can complete this project within a couple weeks, ideally! Strong preference to someone who can write this as a PHP web app I can integrate with my software, but it's not required. This may lead to future automation opportunities as well.
