Memoir painting

Job Description:
My father- in- law has a memory in his head that he will never forget, but regrets not having a camera there for it. It’s of a time when his tall father, who was elderly and kind of decrepit, was holding the hand of his little 1 year old grandson on a dock with a ship behind it. I can get a lot more details but that is just the basis of it right now. I’m looking for not a recreation of the moment but a kind of memoir to it. My FIL loves impressionistic paintings and would love this!
My father in law loves Monet and Renoir, so maybe something similar in style
I’m not sure what size. I was going to ask the artist what they recommended. Maybe 16x20 maybe a little smaller. And I’d prefer oil
