Program conversion from Web to mobile (iPhone & Android) -- 2

We have posted several times to develop the mobile application program as well as mobile based Game, unfortunately we could not find any applicant who met our requirements. This time, however, we would like to offer very limited workload to skilled freelancers. [Main Task] Convert the current learning program which was written web-based language to iPhone and Android application using Phonegap or other tools. Since the program is up and running now, so we would like to ask just convert to the mobile application and add Advertisement function. We developed the current web-based program for iPhone and Android is based on java. For more further understanding of this program, please send us a message then we would provide trial ID for you to review the current program. [Language] We use both Japanese and English language however most likely we would use only English for this application. It would be nice if you could make multi-language conversion. [Design] Please follow the current design frame work unless you would have better idea or design proposal. Of course if you could propose us the better function and design we would highly consider this when we choose the candidate. If you could provide us such new functions or design we would like to pay extra accordingly. [Title of Application] We may have to change the name of application since the original application is used in Japan only. This new application would be used widely [Contribution / Marketing of the App] I mentioned earlier, we would add Advertisement on this application since is would be free of charge.
