Flutter for this. Not dogma - it is that your two riskiest pieces, notification reliability and native voice, both come down to platform channels either way, and Flutter keeps one clean codebase around them. On the notifications, honest version: "fires reliably even after app-kill" is not fully in a developer's gift on Xiaomi, Oppo and Vivo. Their aggressive battery managers kill scheduled alarms by default, and no amount of code overrides a user setting the OS ships enabled. What I can do is use exact alarms with the right permissions, survive reboots, and detect when the OEM has throttled the app and guide the user to whitelist it. Anyone promising 100 percent on those brands without that caveat has not shipped on them. Voice: system STT/TTS is free and offline-capable but robotic; AI voices sound great but cost per call and need network. Worth deciding per use case - commands on system, narration on AI, say.
