We are the Lifelong Learning Center of a university. We prepare courses using the knowledge of our university's instructors and sell them to people from outside of our university, to third parties both individuals and corporate identities.
We need an apllication to manage the conducted courses, (title of course, number of students in each course, course durations, starting and ending dates, attendance, applied prices per student) as well as monetary matters (amounts to be paid to instuctors for each course per hour of teaching, collections from students including those who pay in installments, budgets of individual courses and also the general budget of our Center.)
The user interface of the application must be in the Turkish language as some users are not familiar with English.
An application coded in Microsoft Access would be preferable due to ease of use. Only authorized people should be able to access the program using their personal user names and passwords. We would install the software on a dedicated server to enable up to four users accessing it at their offices.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
