IOT device to track temperature and location using GSM module

Budget ₹12500-37500 INR

I am looking for a compact IOT device which can track location and temperature inside an ice box. A signal needs to be send using 2G/4G GSM sim card every 5 min (approx). If there is no signal, then data is stored inside memory.

Hint: Take a $10 simple mobile phone, rip the screen/keypad/speaker etc and attach temperature sensor. Fill the PCB with epoxy for water sealing.
