Most developmental notes I've seen just say "this scene drags" and never say what the reader was waiting for and didn't get, which leaves you guessing at the fix. So my markup works the other way around: at every scene I write what the reader knows going in, what they want to find out, and whether the scene pays that off or stalls it, and the trims and additions come out of that, so you can see the reasoning and push back where you know the material better than I do. One honest limit before you decide. I haven't edited a published memoir. What I've done for years is take other people's drafts apart for structure and voice, I teach and I write curriculum, and telling someone gently and precisely why a passage isn't landing is most of my day. If you want a name from a publishing house I'm the wrong pick and I'd say so now. You'd get the manuscript back in Word with Track Changes plus the editorial letter, strengths first, then the fixes in priority order, then a revision roadmap you can actually work through chapter by chapter. How long is the draft, and is there a chapter you already suspect is the weak one? I'd start there so you can judge my notes on the part you know best before I go through the whole thing.

Dear Sir, First of all, many congratulations on completing the first draft of your memoir! Just to give you some personal background, before the pandemic I jumped at the chance to ĥave oral-history training through the Royal Shakespeare Company, my employer at the time.
