MatLab Project: Variational Tetrahedral Meshing from STL

I need a MatLab program that can read in any STL file and create a variational tetrahedral mesh where the triangles nearest the surface are approximately 10x smaller then the triangles in the interior of the part. This is to compliment an abstract that I am creating and I am not very knowledgeable of MatLab. It is the idea that to run FEA the surface is more critical then the interior portion.
