I am an American citizen with a Masters Degree in Counseling, specifically with regards to narcotics and alcohol. I have been living in Dumaguete City, Philippines, with my Filipina wife for 5 years. As many of you may know, the drug/alcohol issue is a HUGE problem in "Developing" countries, specifically the Philippines, and the new President Duterte is really cracking down. Around 75-80% of the people locked up in Jail are due to drug related offenses (either possession or selling), and awaiting YEARS to have their case heard before a judge before they are even sentenced! These people had no involvement with a violent crime, even petty theft or stealing anothers property but had gotten caught up in drugs and/or addicted and it somehow got them in trouble and landed them in jail for years with no access to outside resources or assistance. I had a counseling session with one woman just yesterday who had been in jail 6 years and the final court date still hasn't been set for her to get sentenced!
I have been given an opportunity to VOLUNTEER my TIME AND SERVICES to the city by being an active Mental Health Counselor within the City's Provincial Jail. I have also donated as much as possible out of pocket for items such as Notebooks, Printed Materials, Pens, etc.. We have recently conducted an anonymous survey (which I can send over the data / images) about the data we captured regarding the widespread use of drugs still within the jail, as well as the inmates desires to have a program implemented to help them be successful and drug free once they leave the jail. We find many of them just end up back in jail once they are released because there is no program to set them up for success in the real world, they are used to Jail and the Poor conditions, and are labeled as "Drug Addicts" for life , given little to no opportunity at a chance of a job so they can provide for their family. Many of these individuals have suffered mental trauma either as a child growing up, or even as an adult fom everything you can imagine. Their stories are hard to listen to, but necessary. I am asking everyone to look deep down and see if you have any extra cash to donate to help upgrade the conditions of the jail (More offices, guard towers, and construction needs to be completed but there are no funds available) - Also, a counselor with familiar schooling such as myself would help. Since I am unpaid I am working only 2 days a week for free but would like to bring on staff and would highly reccomend other professionals be acquired. 100% of the anonymous survey participants checked the "YES" box for "While in Jail, would you be willing to participate on a serious, open and honest level, and work with a counseling program tailored to fit your needs as a released civilian." ..They are READY to do this. JUST need a chance. Any amount would be great. I'm shooting for just 10K upfront and as soon as possible to provide the upgrades needed to finish the upgrades to the jail and to cover the small salaries of getting at least 2 counselors in the Main Jail. Dumaguete City, Philippines is one of the top ranked cities that was listed in Forbes Magazine as places to Retire, so lets keep this place nice for the visitors and locals! I am not working with any other charities and will be setting up a charity company of my own offering services along these lines so I would need help from any business savvy person to get this aspect going as well. I really appreciate all the kind people and their help for people that are far worse off. It means a lot. As well as we would thank and mention the freelancer at any government or private seminars we hold. This would provide EXCELLENT "FREE MARKETING" to the freelancer in front of all the main decision makers that our office collaborates with.
