Squid proxy script in centOS, connect 1 user to multiple ips, and an interface

hey, i need a Squid proxy script, it haas to have an interface and be able to connect more users to same ip.
also another requirement is that if port 3128 is connected to user 1, then port 3128 only has to be able to connect to user 1 and no other users.
i have an okay understanding of squid, and would like to help making the script, if somebody would be willing to work together with me, that would be a big plus. i will pay more if you decide to do this, as i want a better knowledge og Squid in general and want to be helped by some good developers
