I'd build this bottom up. Get batch operations, filtering, preview, and SMB/network mount browsing solid and testable first, then put the drag and drop UI and customizable layouts on top once that core doesn't need touching again. Network mounts are the part that needs the most care here. Batch operations written assuming local disk timing tend to misbehave in specific ways once a share is slow or drops mid copy, cancellation gets messy, partial failures need proper per file error handling instead of aborting the whole batch. Sorting that out before a UI is layered on top saves a lot of rework later, and it means you get a working, testable release before the redesign layer even starts. First slice covers batch file operations with real cancellation and error handling, advanced filtering, a preview pane, and SMB/network browsing wired through whatever the existing codebase already leans on for mounts, GIO or libsmbclient depending on what's there.
