Help me run/build Python 2 Legacy code with Visual Interface on my MacBook (M1 Chip) or in the cloud

I wan to build and run an old open source tool from Github using Python 2 and several libraries.
I have a MacBook (M1) and would like, if I can run it either on there or in a virtual environment (e.g. UTM Virtual Box) Alternatively you can also suggest me a cloud service or virtual machine.
You would need to figure out how to install, build and run the tool including it's visual interface (maybe using a c++ compiler).
Then you would need to be able to tell, how you did it, so I can do so too.
It uses those libraries on Linux: g++, swig, python-dev, python-twisted, libqtcore4, libqt4-dev, python-qt4, and pyqt4-dev-tools, [login to view URL],
