Issues with Linux server after program installation/reboot

Two days ago I had some new programs installed on my Linux server - PHP-mcrypt, libmcrypt, GCC and yum. Since that time there have been some issues with the server that I can't seem to resolve, and the coder who installed these programs is currently not available. I need them to be fixed as a matter of great urgency.
Namely:
- I have not received a single email since the new programs were installed
- I can not send emails from my webmail (Horde) and get a 100 error
- I am unable to add new MySQL databases, and the majority of my existing databases were 'read only' (I have since changed the permissions on the existing databases)
- Smaller things such as a list generated from a database that was previously in alphabetical order is no longer in alphabetical order
Essentially, I need an experienced, creative sys admin to take a look at my server and make sure that things are as they should be. I don't know enough about systems administration to be able to explain the issues or to know where they are, but from the front end I can easily see that it's not quite right. I don't know whether these issues stem from the new programs, or whether they have merely been uncovered by the server reboot.
This is an urgent project that will need to be started immediately and completed as soon as possible. At the moment the first priority is to get email up and running again.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables):
a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
