Need offer functionality in existing flutter based app

We already have existing food delivery app and need following functionalities to be added.
Technology: Flutter, PHP, Laravel
1. Admin can create offers under different category like Under 100, Deals of the day, Upto 50% Off
2. After creating, offer should be visible on customer app in corousel.
3. Admin can create customer specific coupons and push the coupons to customer on customer app and send the mail as well.
4. All the coupons available to customer, should be shown on the check out while applying coupon
