create TLV base 64 using java

I need java class create TLV qr using concode base64 ,read values and insert the result in oracle table

using the attached file , but this class fired by oracle trigger on table and will be provide table stucture to the programmer , Please see the file

step 1 - read input from oracle table using page 9

step 2- create tlv code base 64bin

step 3 - insert the code into oracle table result( id number, result varchar2(1000)

note : use the attached sample to match the result in attached docuemnts
