web hotspot realization in distributed system using AI

web hotspot is a problem when a the load in a website get suddenly increased. in my project i like to realize this problem in a distributed system environment like peer-to-peer [url removed, login to view] to get a optimized solution i like to use an AI technique like Genetic algorithm, evolutionary computation. at first i want to test it by using traditional method and then by using the AI based approach and and last to make a comparison between the two approaches.
