Build me an app

Hi,
Hope you're well and wondering if you could give me just a real broad idea of a cost for an app I'm potentially looking to develop.
It's in the absolute earliest possible stages where I'm yet to even pitch the idea, but I need a really rough guide of costs so I can talk through the required investment needed to start up.
Essentially I need the following...
It would be an app quite similar to tik-tok where users can create 15-60 second long videos, and share them on a feed with everybody... however, every video that is watched can't be skipped until after a minimum of 7 seconds have passed.
The videos would need to have the option for users to use filters and add commercial music etc and make the videos more fun/entertaining.
There would also be a subscription service, as the free version would only allow you to watch a limited number of videos (say 7)... The subscription would allow you to watch more (unlimited).
I then need the function for people to "like" the video and message the creator of that video from there... or to be taken to an individual profile page where they have the options to message, and look at more photos etc there - the video is to hook them in.
So users need to be able to upload a video, and then watch other people's.
I only need it available in one language (English)
It would only initially be available in the UK
I'd probably need a website to do the same functions as the app too.
Need a secure log in too, maybe you can log in with facebook, google accounts etc
It would need to be available on all phones (ie IoS, Android etc)
I'm guessing initially, we'd be looking to create something that could accommodate around 50,000 users.
Is there any way you could give me the roughest of costs to create this please?
