Scope creation and proposal for mobile app for country club

Job Description:
Need a presentable proposal with a suggested scope of work for a country club mobile app to be launched in Google Play Store and Apple App Store.
This will not be the final proposal. We are seeking a proposal with a scope of work that would provide a projection of what we need to develop this App. The proposal with closest scope of work and the most relevant portfolio will proceed to a round of modifing the scope after our review.
The app is intented for a resort country club the main functions will be:
Members will be able to reserve slots for country club activities thru
Members of the club will be able to pay for golf reservation, maintences fees, food, spa reservations, etc. thru the app
Members will be able to provided access to thier guest by generating and sending them a qr code only valid for the time they allow
Member will be able to recieve push announcments to thier phone
Admins will be able to verify reservations
Admins will be able to verify payments
Admins will be able to view guest access for each user and provide a check in and checkout thru the app
Admin will be able to send push notificaction announcements through the app
These are most of the functions needed for this app.

Activities and payment types will be defined for the picked proposal.
