I'm looking to make an app that works like these apps:

There will be some minor changes to the UI, but the core functionality will be very similar. Our app should apply natural looking sparkle effects on the shiny parts of a video or photo. The user should be able to apply the sparkles with photos and videos taken directly from within the app, or from photos or videos that are uploaded from their device gallery.
There will need to be multiple styles of filters and sparkle options that the users can unlock with paid IAP. The app will also have Admob banner and interstitial ads as well. The app will need to be developed for all iOS devices (iPhones and iPads) running on iOS 10.0 or newer.
I'm not sure if this requires Augmented Reality (AR), Machine Learning (ML), or fast image processing to complete this app but that will be up to developer to decide. It is important to note, that this app MUST work smoothly and without glitches and in real time with no lag effect just like in the reference app. Please type the number 21 in the subject of your reply so that I know you read this full description.
