I want a website where i can manage/create/generate html pages

I need a secured login page for the admin to get access to the dashboard.
Then in the dashboard I need the possibility to add new websites and create for those websites, individually new pages as shown on the image.
In the dashboard itself I want to be able to select a website and add html <head> & <header> for that specific website and all already connected and new generated pages.
With 'new generated pages' I mean that I want to be able to create new independent pages as shown on the images I have created of the concept. So that I can place the images and text in the right places. When i'm done placing the images and writing all the text I want the following: I want to download a .html file when I click on "Generate" with the page text and images exactly as created.
In a later stadium when I have created multiple pages for a specific website, those pages need to show on in the dashboard when the website is selected. The main idea behind this concept is when I later change the css file name in the <head> input the website style of all those created pages will change I do not have to do that manually.
