Set Poster Text and Graphics for Offset printing Job

I make model surfboard kits, one of which is the history of surfing.(See History jpeg) I have cut and pasted the background sheet text for a sample kit (see provided jpeg image 9206) but now need to actually print some. To do this I need to have the text and graphics formatted in .ai (illustrator) so that the offset printers can print it.
Below are the details of the outcome required:
The paper size is 61cm x 81cm (image 9206);
All text and artwork must be in the exact positions (or as close as possible) shown in relation to each other (jpeg 9206) particularly the boarders of the paper) and be pin sharp when printed at the size shown.
"the history of surfing " title and text underneath it (tools of artistic expression) will not be in text boxes. (they need to be printed without the text box)
The scale and text under each board will be in a text box. (History New board dimensions)
The wave picture will be added independently (It should be excluded)
The fonts used are: Times new Roman (Regular) 10 point (Under boards/Main Paragraph) The main title is Savoy LET (a pages font) Please match the fonts as best you can if you need to change them.
