Need skilled php or wordpress developer to build Responsive Image Script

Hello I need a skilled developer to custom create a simple image script. This can either be done as a plugin in Wordpress or a full PHP script. I need a way for someone to go to a website and upload an image. After they upload an image, the script needs to automatically send out an email alert to the admin of the website, with a notification that they have received a new photo, and to click on a link to approve it. After the admin clicks on a link, they should be taken to another page that shows the photo that was submitted.

The admin can then choose:

1) Approve

or

2) Deny

If they choose deny, nothing happens. But, if they choose "Approve" then the script needs to automatically send another email that a different email address that will contain a link to the image to download. The image can either be an attachment in that email, or a Dropbox link or other file sharing program.
