Mobile multiplayer RTS / 4x Type of game

I am looking for someone to develop a game similar to TWD: Survivors / Zgirls / State of Survival or such.
I have not yet finished writing the project, it is work in progress. Game would follow these games in most steps, as well include few different features. The basic idea is that a player would have different heroes with different skills, which would lead different troops in combat, both PvE and PvP.
Here is a quick list of features (not final)
● Join and fight in a clan against threats, both PvE and PvE
● Battle with different heroes and troops, train armies
● Different leaderboards
● Collect / Plunder resources
● Researches / Technology
● Build / develop / upgrade / expand base
● Customizations (Hero / Base / Other)
● Other (Still Work in Progress)
This game would be a multiplayer, so it would require that part covered as well, perhaps an easy to use admin panel of some sorts, have not yet thought out this part.
Right now I am looking for a quote, trying to understand the market here. If you might be interested in working on such a thing, please write down the project cost. I do not have very big budget, but I do not have a set budget either. Quote please :)
Do let me know if you have had similar experiences and how you might approach the project. Project has no specific deadline.
