Audit Photo Report App

I need a mobile application that my technical audit team (seven to ten people) can run on both Android and iOS. During a site visit we routinely take thousands of pictures, so the app must comfortably handle 2,000 plus JPEG shots in a single session, each one saved instantly without quality loss. For every photo the interface should show three clearly separated fields on the same screen: the image itself, a text box for the auditor’s observations and a second text box for the HOD’s remarks. Auditors will type their notes directly in the app; a simple toolbar for cropping or rotating a shot before saving will be enough—no fancy filters required. When the auditor finishes a photo, the entry has to be pushed to the HOD in real time (push or email link—open to your suggestion) so that the HOD can add comments from within the same app session. At the end of the audit I want to tap once and receive an editable PowerPoint as well as a PDF that lays out one slide per photo with both comment fields populated. A cross-platform stack such as Flutter, React Native or Xamarin is fine as long as performance with large image batches stays smooth. Deliverables are the compiled apps, source code and a quick user guide so we can roll it out internally.
