Microsoft Power BI - combine two tables

I need help combining combining values from two tables in Power BI. have attached an excel file with the two input tables as well as the output table I need to recreate in Power BI. All I need is a Power BI file that will generate a table that is similar to the "output" tab included in the excel file.
