Code an Excel spreadsheet with IF statements, locked cells and forced formatting to finish by 2.30am GMT today

Hi I hope you can help, this is an easy but important project if you know and understand MS excel and if statements, drop downs and more.
Please do not bid on this if you do not have time to start and finish this project today, 30th November – I need it back completed by 9pm GM. I am here all day if you have any questions.
I have an excel spreadsheet contractor use to complete their hours.
They are paid different rates, different currencies, but each has their own spreadsheet.
The objective is to make it easier for them to all be able to complete the spreadsheet, as they are individually making a lot of errors every month.
I think the restrictions this spreadsheet puts in place will prevent all or most of the errors we get.
Please find attached a spreadsheet that shows what we have at present and the 2nd tab showing what code edits and forced restrictions to cell entries I want, to ensure it works consistently.
The entries in the gold cells are to be coded so they are locked and cannot be changed, but I want a lock password entry so we can change them if need be.
The instructions are in the attached, both a word doc listing them , and an excel doc with the 2nd tab with the instructions in text boxes on the spreadsheet.
That’s it. I need it back in a functioning Excel spreadsheet.
