We need Team Leader for 75 days, Key expert 1 for 90 days and Key expert 2 for 60 days and Local short term expert pool 1 for 30 days and Local short term expert pool2 for 20 days with MENA and Jordan experience as per below: Team Leader: Resource Efficiency Expert with National Experience Tasks of team leader - Overall responsibility for the advisory packages of the contractor (quality and dead-lines) - Coordinating and ensuring communication with GIZ, partners and others involved in the project - Personnel management, in particular identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and support-ing short-term experts (STE) - Regular reporting in accordance with deadlines - Carry out milestone 1.1 together with key expert 1 (KE1) and key expert 2 (KE2) - Implementing milestone 2.1 together with KE1 and KE2 - Supporting KE1 in the assessment and roadmap development under Milestones 2.3 and 3.1 - Leading the implementation under Milestones 2.4 and 3.2 - Developing feasibility studies as part of WP2 and WP3 - Leading the implementation of work package 4 - Coordinating with key industrial stakeholders, such as JIEC and MoITS, to collect tech-nical data and relevant policy information Qualifications of Team Leader • Education/training (2.2.1): university degree (German ‘Diplom’/Master) in Environmental studies or Engineering or related field • Language (2.2.2): C2 -level language proficiency in Arabic, C1 -level language proficiency in English • General professional experience (2.2.3): 7 years of professional experience in resource efficiency and cleaner production in the private sector • Specific professional experience (2.2.4): 5 years of experience working with industries or industrial estates on conducting performance assessments on resource efficiency, energy management, or water/waste management [6 out of 10 points]. 2 years of experience working with national environmental and industrial policy frameworks [4 out of 10 points]. • Leadership/management experience (2.2.5): 5 years of management/leadership experi-ence as project team leader or manager in a company managing teams of 2 people or more • Regional experience (2.2.6): 5 years of professional experience in the field of sustainable industrial development in the MENA region [4 out of 10 points], of which 3 are in Jordan [6 out of 10 points] • Development Cooperation (DC) experience (2.2.7): 2 years of experience in DC projects. 21 • Other (2.2.8): 1 reference project / assignment working with industrial estates, parks or zones Key Expert 1: Eco Industrial Parks Expert with International Experience Tasks of key expert 1 - Carry out milestone 1.1 together with team leader and KE2 - Leading the implementation of MS 1.2 and 1.3, supported by team leader and KE2 - Implementing milestone 2.1 together with team leader and KE2 - Leading the implementation of milestone 2.2 - Implementing milestones 2.3 and 3.1, in close collaboration with the industrial estates Qualifications of Key Expert 1 • Education/training (2.2.1): university degree (German ‘Diplom’/Master) in Environmental studies, Engineering, Economics, Business Administration or a related field • Language (2.2.2): C2-level language proficiency in English • General professional experience (2.2.3): 10 years of professional experience in sustaina-ble industrial development • Specific professional experience (2.2.4): 5 years in managing or advising on EIP develop-ment or sustainable industrial zone planning, or developing or adapting national EIP frameworks • Leadership/management experience (2.2.5): n.a • Regional experience (2.2.6): 3 years of professional experience in developing countries [5 out of 10 points], of which 2 years are in the MENA region [5 out of 10 points] • Development cooperation (DC) experience (2.2.7): 2 years of experience in DC projects • Other (2.2.8): n.a. Key expert 2: Junior Technical Consultant with National Experience Tasks of key expert 2 - Supporting the team leader in general coordination and administrative support. - Supporting the team in coordinating and engaging with relevant stakeholders, including government institutions and industrial partners. - Supporting the team leader and key experts 1 in the preparation of technical inputs, documentation, and follow-up actions. - Supporting in the organisation and logistical preparation of events and workshops, in coordination with the team leader and project team. - Support in the planning, preparation and follow up of the study trip - Contribute to M&E of activities and support reporting processes. - Support internal and external communication efforts, including the preparation of meet-ing minutes, summaries, and communication materials. 22 Qualifications of key expert 2 • Education/training (2.3.1): university degree (Bachelor or higher) in Engineering or related field • Language (2.3.2): C2 -level language proficiency in Arabic, C1 -level language proficiency in English • General professional experience (2.3.3): 2 years of professional experience in resource efficiency and sustainable industrial practices in Jordan. • Specific professional experience (2.3.4): 1 year of experience in project management and stakeholder engagement. • Leadership/management experience (2.3.5): n.a. • Regional experience (2.3.6): 2 years of experience in the MENA region, of which 1 is in Jordan. • Development Cooperation (DC) experience (2.3.7): one reference project in the field of development cooperation. Local Short-term expert pool 1 with minimum 3 and maximum 9 members Tasks of the short-term expert pool 1 - Supporting the technical advisory and implementation in milestones 2.4 and 3.2 in co-ordination with the core expert team. Qualifications of the short-term expert pool 1 • Education/training (2.6.1): experts with university qualification (German ‘Diplom’/Master) in different fields of engineering or environmental studies • Language (2.6.2): C2-level language in Arabic; C1-level language proficiency in English • General professional experience (2.6.3): 7 years of professional experience in resource efficiency within the industrial sector • Specific professional experience (2.6.4): 5 years of professional experience in conducting resource audits in thematic areas of water and waste management, and energy efficiency (at least one expert per thematic area is required) • Regional experience (2.6.5): Experts with 5 years of experience in the MENA region, of which 3 years of experience are in Jordan • Development cooperation (DC) experience (2.6.6): n.a. • Other (2.6.7): n.a. The tenderer must provide a clear overview of all proposed short-term experts and their indi-vidual qualifications. 23 Local Short-term expert pool 2 with minimum 2 and maximum 6 members For the technical assessment, an average of the qualifications of all specified members of the expert pool is calculated. Qualifications of the short-term expert pool 2 • Education/training (2.6.1): experts with university qualification (German ‘Diplom’/Master) in gender studies or social sciences, or similar field • Language (2.6.2): C2-level language in Arabic; C1-level language proficiency in English • General professional experience (2.6.3): experts with 7 years of professional experience in gender and social inclusion within the industrial or private sector • Specific professional experience (2.6.4): at least 1 expert with 5 years of professional ex-perience in gender diversity management and women’s economic empowerment, at least 1 expert with 5 years of professional experience in the inclusion of persons with disabilities. • Regional experience (2.6.5): Experts with 5 years of experience in the MENA region, of which 3 years of experience are in Jordan • Development cooperation (DC) experience (2.6.6): n.a. • Other (2.6.7): n.a.
