Design a small portable fan -- 2

I'm looking to design a small fan. The fan should be made out of plastic and very lightweight. The main components inside the fan include a printed circuit board, the fan and motor assembly and a filter. The person chosen should not only be a mechanical designer but also some Printed Circuit board design too. The PCB has a USB charging port, a switch for three setting (low, med, hi). This unit also needs too be able to run for a minimum of 12 hours continuously so battery(s) consumption is important. However, as I mentioned, its still needs to be as light weight as possible.
