Pi Boot/shutdown based on a low voltage power wire.

I am looking to control my pi based on the power status of an led display. If the display is turned on I would like to boot up the pi. When the display is turned off I would like to shut down the pi. The only output from screen I have access to is a 2.5v - 3v led output wire. I would like to use that wire to turn the pi on and off.
I also need a pin which will provide 5v when the pi is "on" and disabled when the pi is "off".
I will also need a quick description on how to install your script. You can choose what language you want.
