I also have experience in protecting inputs to alarm security panels which often suffer ESD surges. There are a number of things you could try to get your board to pass.

Hi dear, I am electronics engineer holding BSc and MSc degrees in electronics and communication engineering respectively from the British universities. My specialization is electronic circuit design, optical devices and communication links. I have a long experience of working on R&D projects related to electronic product design, development and testing. Developed products include UPS, PABX, optical communication links, electronic security systems, audio gadgets, LED-based projects, etc. My recent experience includes implementation of ISO/IEC standards on safety, EMC and environmental compliance of electronic equipment. I completed a project of establishing a testing lab in accordance with ISO/IEC 17025 standard. I think you put it correctly, the problem with your circuit is not related to EMC immunity or emission as such; it seems more like a design and/or PCB layout problem which is not providing protection against high voltage spikes.
