Some years ago I wrote a Thoroughbred pedigree analysis system for a client of mine, using Microsoft's .NET Framework. He has a database of Thoroughbred horses and the program does a complex analysis of patterns, to his proprietary requirements.
The system worked well, but has aged and now won't operate on Windows 10.
I've moved on and he's asked me to find a replacement developer. I had thought I might recreate the system as a web app, but the density of the data in the on-screen results and many pop-up and pop-over windows makes a browser-based app a poor choice.
My client is also highly security conscious as his system is his business and his strong preference is to have the entire system on his local machine. So a Windows app is ideal.
The database that underlies this application is currently in a VistaDB 2.0 format, one no longer supported. As part of the handover, I would supply the database to the new developer in a CSV format.
My client prefers a one-to-one relationship and is not seeking an agency, but would prefer a freelancer so that he talk directly with the developer. Budget is not huge, but he is realistic.
At this stage, I'm looking for expressions of interest. After an initial screening, I would refer you to my client, supply the data and that would ideally be the end of my involvement.
After my exit, the client would disclose the specifications for the system and the project would kick off.
I'm willing to provide the source code for 80-90% of the current application, the exception being parts that are still my proprietary code. This VB.NET code may allow you to get a good head start, but there are also a number of changes that the client would like.
My client is based in Melbourne, Australia and is willing to work with English-speaking developers worldwide.
