Second suspect on shared hosting with many plugins: the options table. Plugins accumulate autoloaded options, and every single admin page load reads all of them. Once autoload passes a megabyte or two, everything in wp-admin gets slower at once. It is easy to measure and usually easy to reduce. Third: transients and expired cron piling up in the same table, and plugins running admin_init work on every request that should be scheduled instead. How I would work it: measure first with Query Monitor and a plugin profiler, so we know which plugin costs what in milliseconds rather than guessing from reputation. Then fix in order of cost, and re-measure so you can see the before and after rather than take my word for it. Some of it is configuration, some is disabling widgets, and occasionally the honest answer is that one plugin is the problem and the useful advice is to replace it.
