I've built several end-to-end scraping + data pipeline projects and this one's pretty well-defined scope, which is good. For the scraper I'd use Playwright - it handles AJAX-heavy sites and CAPTCHA flows a lot better than Selenium in my expereince. I'd set it up as a queued system so if any race entry fails it retries without dropping data. 3,500 entries across 6 regions, 17 parties - manageable in under 10 mins per full cycle depending on the site's speed. AI processing I'd wire to OpenAI API for normalization and de-dup logic, pandas/scikit-learn for the stats and prediction side. Streaming/real-time updates can push via a lightweight websocket or polling endpoint. For the dashboard - Looker Studio makes sense if you already have the template there. I can also set up Plotly Dash or Streamlit if you need more custom interactivity. Auto-refresh and CSV/Excel download are both straightforward to add.
