We are a real estate investment company that wants to initiate a direct-mail campaign to homeowners whose homes meet certain criteria.
For this portion of the project, we want to analyze several pieces of basic information for a very large number of houses and select certain ones to put on our mailing list.
This project will involve using property and personal information that is freely available on public internet sites such as our County Property Appraisers website, County Comptroller website, and Zillow.
You would have a great amount of flexibility in designing the solution, however it is important to do the following:
We should be able to determine:

2.) the amount owed against the property (from the County Comptroller website). This would appear to be the most difficult part since the mortgage information is tied to an individual and there may be many people with similar names and also there is lots of different types of mortgage information on the site. 3.) the resulting amount of equity
4.) Summary of home data such as square footage, address, owner information, etc (from the Property Appraiser's website or possibly from Zillow as well: [url removed, login to view];query_data=1111111S&tax_year=2008 ).
5.) Comparable recent sales in the nearby area.(?)
The idea is to have the program input hundreds or thousands of homes in an area (perhaps by subdivision name or by zip code) and to calculate all of the values mentioned above. Based on certain parameters (such as an equity value of 60% or greater, and no change of ownership for at least 8 years, for example), the matching properties would be gathered together on another list and formatted for mailing.
I know others in my area have been able to automate similar calculations successfully.
We then have multiple pieces of mail that we will mail out to those homeowners. They would receive a postcard to start, then they would receive a letter about 3 to 4 weeks later. Then a different postcard after another 4 weeks, etc. Since new people will be added to the list each week, we need to keep track of when and what we have mailed to each homeowner.
The Scope of Work will undoubtedly have to be tweaked (hopefully minor) as we get more information along the way, so give me your estimate for the project and an hourly rate for ongoing enhancements.
