Program to create video files based on simple instructions

We are looking for someone to write a program to create video files using simple instructions in an instruction file (a text file).

This program will have NO user interface. This program will only run from the command line, C:\[login to view URL] <[login to view URL]>.

Here are the instructions that you will need to program:

output_file=c:\videos\[login to view URL] (name of the video file to create, with full path)

video_format=mp4 (video format to create, mp4 is the default)

The section instructions are used to describe a section of the video.

A section means something displayed on the screen for a period of time.

section_text=This is a sentence that can be very long and have <br> to skip a line

section_text_alignment=center (left, right, center=default)

section_text_voice=female (a female or male voice reads the text, or specify the name of a voice "john","mary" etc.)

section_duration=30 (the section stays displayed for 30 seconds. This is the time duration that the text remains visible in seconds before moving to the next section. If it takes 10 seconds to read the text, then the remaining 20 seconds are silent. When duration is 0 or is not specified in the instruction file then the duration becomes the duration of the voice reading the text, so if reading the text takes 4 seconds, then the section ends in 4 seconds. If reading the text takes 2 seconds and the duration is set to 10 seconds, the remaining 8 seconds are silent, meaning that the image or text on the screen remains for 8 seconds in silence.)

section_background_color=red (sets the background to a color, specified by a name of a standard color)

section_background_image=[login to view URL] (it displays the image on the screen as the background, behind the text)

section_music=[login to view URL] (plays a song for the duration of the section, which is based on the length of section_duration or the time it takes to read the text. If a text is being read, the music will also play if a music file is specified. If the music file is shorter than the duration or the time it takes to read the text, then it simply ends when it is at the end. It does not loop.)

section_text_font=Arial (specifies a font for the text. Arial is the default)

section_text_font_size=12 (specifies a font size for the text. 12 is the default)

section_text_font_color=black (specifies a font color for the text. Black is the default)

section_end (specifies the end of instructions for a section)

When section_start appears again in the instruction file, it means the start of the next section of the video.

There can be an unlimited number of sections in the instruction file.

video_insert=[login to view URL] (this inserts an existing video at this point, into the video being created)
